The town, and its carts

The cart population splits into two kinds. Along Midland Road, the golf communities do the golf-community thing: Talamore, a Rees Jones course, and the Mid South Club, an Arnold Palmer design, both anchor residential neighborhoods where the cart goes from the garage to the first tee and back, plus errands inside the gates. The other kind is the property cart: Southern Pines is horse country on its eastern and southern edges, and a lot of carts here haul feed, tools, and fence supplies across sandy acreage, which is a harder life than any golf course.

What Southern Pines carts need

Golf-community carts wear their packs on cycles. A cart that goes out most days on a Midland Road course and then does neighborhood duty absorbs more discharge cycles per year than a weekend cart, and cycle count is what wears lead-acid out. Add the Sandhills summer, which NOAA’s Carthage station normals put at about 55 days a year at 90°F or above, and packs in these communities trend toward the four-year end of the four-to-six-year range. Property carts eat brakes and tires. The Moore County soil survey maps somewhat excessively drained Candor sands across the town, and a cart running fence lines and paddocks on that sand packs its brake drums and scrubs its tread on a fast clock. Property carts also get overloaded, which stresses motors and controllers. A yearly brake and tire check is cheap insurance; a drive-system diagnosis is where the overloaded ones end up.

The street-legal question in Southern Pines

This is where Southern Pines differs from Pinehurst, and it matters. North Carolina does not allow standard golf carts on public streets by default. G.S. 160A-300.6 lets a city opt in by ordinance for streets posted 35 mph or less, with registration, equipment, and hours rules. The Village of Pinehurst has done that (section 71.17 of its code). Whispering Pines has done it.

Southern Pines, as of the Town Council’s October 28, 2025 discussion, had not. Police and planning staff told the council that careful mapping of permitted streets would be required, described an approach based on other towns’ models that excludes roads posted above 35 mph or with narrow shoulders, named Midland Road, Central Drive, Morganton Road, and Carolina Green Parkway as likely no-go corridors, and suggested requiring registration, headlights, taillights, mirrors, and proof of insurance. The council asked for color-coded maps and public input before going further. Until an ordinance passes, a standard cart on a Southern Pines public street is outside the law; inside Talamore, Mid South, and the other private communities, the community’s own rules govern their internal roads. The Fort Bragg factor

Moore County borders Hoke and Cumberland counties, home to Fort Bragg, which carried the Fort Liberty name from June 2023 until the Army restored the Fort Bragg name in February 2025. The base counts more than 52,000 military personnel, and Southern Pines houses a share of them and of the retirees who stay.
